RES resources are open for all kinds of users within the European Union and its associated states via competitive calls for researchers performing open research:
Access to these resources is through competitive calls based on the scientific excellence of the projects submitted. The RES must be acknowledged in any publications resulting from accepted projects. To submit your application, access the RES intranet and properly fill out the application form.

Yes, the RES resources are open to all scientists and technologists working in open research within the European Union and associated states. Therefore, the principal investigator of the team submitting the proposal can be from an institution in any of these countries. However, it is strongly recommended that at least one member of the research team work in a Spanish research center to promote collaboration with Spanish research groups.
The RES provides free access to supercomputing resources for open R&D through open competitive calls. The RES nodes allocate part of their computing capacity to RES calls and they manage the remaining part according to their own criteria. For further information about access possibilities besides RES calls, visit the websites of the different RES nodes.
There is not a strict minimum or maximum limit of requested time. However, those activities requesting more than 10 million hours should provide a justification (section 5a of the application form).
The amount of resources needed differs a lot depending on the research activity. Typically, RES applicants request between 50.000 and 2.000.000 hours, but smaller or larger projects are also accepted.
Yes, data projects must have a minimum of 200TB to use the data services of the RES.
As for an upper limit, there is no specified cap, but typically data projects do not exceed 1PB of data volume.
